Article published Jun 11, 2009 Alcoa schools approve $200,000 for elementary school roof replacement

Alcoa school board members agreed to spend nearly $200,000 Tuesday to replace the center section of Alcoa Elementary School’s roof.
The elementary school’s upper roof area needs to be renovated, said Alcoa Director of Schools Tom Shamblin. “With the exception of the gym, the whole center needs to be replaced.”
The roof’s center section is 15 years old, and there are some holes in it, Shamblin said. Officials did not think it would be ideal to install new ceiling tiles and equipment and have water dripping on it, he said.Officials have priced how much it would cost to remove the building’s two ceilings, all ballasted rock and the entire membrane of its insulated roofing system.
McMillan Roofing and HVAC, located in Powell, estimated the project’s cost to be $198,000. The roof replacement was not part of Hickory Construction’s scope of work for Alcoa Elementary School’s renovation project, Shamblin said.
McMillan officials said the new roofing system would consist of two different types of insulation. The school’s front center section will have one layer of 2-inch insulation and tapered insulation will be installed between drains if its needed. Workers will bond all insulation to the deck, which means no screws will be used during the installation.
Workers will be installing a new ethylene propylene diene monomer (EPDM) roofing system according to its manufacturer’s specifications to receive the roof’s 15-year warranty. Workers will also install a T-bar into the outside walls.
Workers will clean out all roofing drains to make sure they are in proper working order. McMillan officials said the company’s employees could clean the drains, subcontract the work out to Kingston Drain Services or allow school employees to perform the work.
Workers will also tear off the existing lower roof on the back side of the school’s gym to install a 1½-inch insulation system.
In other action, board members approved an amendment to reduce the system’s fiscal 2008-2009 budget by $203,000. Shamblin said this amendment would help the system be in compliance with the state’s maintenance of effort test next year.
Under current law, a school system’s adopted budget must allocate locally contributed funds, excluding capital outlay, in an amount at least equal to the prior year’s budget. Actual revenues also must be at least equal to the system’s current budget. If either condition is not met, a school district must set up a BEP reserve.
Alcoa City Schools’ amended ’08-’09 budget should allow the system to pass the test’s first part for fiscal ‘09-’10, Shamblin said.
