The Alcoa City Commission approved a budget that includes no increases in taxes or step or cost-of-living raises for city employees on second and final reading Thursday.
The $2.10 tax rate remains steady for the third year in a row. The $18,012,475 budget for fiscal 2009-2010 is basically a no-growth budget in any departments.
When $2,126,900 in special stimulus project money is removed from the general fund, the budget is nearly $1.3 million less than the current budget of $17,358,405.The stimulus projects include improvements to the Alcoa Highway and Wright Road intersection and a pedestrian bridge over the U.S. 129 Bypass near the Alcoa Municipal Building.
The city will suspend the city payroll contribution of 3 percent to the 401K fund of employees. This added $348,700 toward balancing the budget.
Also at the called meeting, the commission, passed a resolution appointing Alcoa City Manager Mark L. Johnson and Maryville City Manager Greg McClain to the Industrial Development Board of Blount County and the Cities of Alcoa and Maryville.
Previously the city managers were ex-officio members of the board with no voting rights. They were named to be representatives of the cities on the board.
In further action the commission:
Affirmed the emergency purchase of a replacement for an air conditioning unit on the roof of the Alcoa Municipal Building from sole-source supplier Shoffner Mechanical Services. Cost was $19,575.
Approved a housekeeping ordinance on final reading appropriating funds to various departments for the fiscal year ending June 30.
